Policies and procedures integrate the different elements of a business, for example, the vision, mission, objectives, rules and principles.  This information is generally incorporated into a manual which is made available to the employees of the company.  To draft a manual is often a time-consuming activity.  It is therefore important to make sure that employees will actually use it.  Some people are in principle resistant to following rules and procedures that are taken down in a manual.  Their cooperation should therefore be negotiated even when the manual is planned.  The input from different employees will prove powerful in creating a feeling of unity among employees and creating an atmosphere where an open-minded attitude will support a level of commitment.
